Legal Question in Family Law in Georgia

If a child is 17 years old, and a relative has temporary guardianship but no longer wants to be guardian and the mother doesn't want to be legally responsible. Can the father, who is on the birth certificate but wasn't married to the mom nor had the 17 year old legitimize, have parental rights to the child and make decisions for the child i.e enroll in school since the child is 17 years old.
