Childs Support

My ex husband and I we're divorced in 1988, lived together for the next 11 years. had another child that was not on the support from the divorce, he never paid and now I am trying to collect support for 3rd son. can I still make him pay arrears on the first 2 children he never paid a dime of support. we were on and off again for the 12 years we did live together. he didn't work the majority of the time. IS he still legally responsible for the support he never paid?
