Legal Question in Family Law in Georgia

I am a US citizen and I have a lady in Mexico wanting me to adopt her baby. She wants nothing to do with the baby she wants the baby to be born and she signs over all rights. What is required for me to take the baby out of the country?

Do I have to go through the whole adoption process?

I am affraid that I get an attorney there in Mexico and do fraud then I go and cant take the baby out of the country.

Please advise
