How do I go about collecting court order child support from a parent who has moved from New York to Gerogia St and will not give me his address?

You will need to have hte address of the father. That will determine the which county you need to file in. Also, you will need personal service.

If you are in NY, if NY law is like GA's, you can file a contempt against him in the county in which the divorce was granted. If you are in GA, you will need to file enforcement in the county of his residence. You may need to get a private investigator to find him. I have to do this occasionally.
