Custodial Parent moving out of state

Does a non-custodial parent have any way to prevent a custodial parent from moving out of state and taking a minor child with him?

Ordinarily, no, unless the issue was addressed in the divorce decree. However, the non-custodial parent should consult with filing a petition to modify the final decree, if the facts warrant it.
