Why dont the custodial parent have to show up for the child support hearing

It's of course a stupid mistake for the custodial parent not to come, as they lose a chance to speak, which could cost them money. But if the case is filed by the state, they can choose not to appear and hope for the best. It's an awful idea that tends to help the person paying, but absent a subpoena, it's a mistake a parent can make.
