Legal Question in Family Law in Georgia

I have custody of my granddaughter i have paper stating that she is to reside here in georgia with me, i brought her down to new orleans to see her mom with the understand that she is to stay with her for four days and she is to return her to me on the four day. i call the mother to let her know the day before what time that i would be there and she inform me that she would not be return her to me, i contact the police department when they arrive four hour later i was told the i had to report to the district that the mom lve in, i precede to do that, when i arrive that i talk to the police who was on duty he got a police office to to the home with me but the mother and child was not there. after leave the home the next morining i went to the juvenile court office where i spoke to someone there that couldnt help me, told me to go to pre-legal office where they couldnt help me, i calll osc, i went to the district attorney office, i went back to the 7th district office i there the officer that was on dutie told me he couldnt enforce the paper work i had because they were out of dallas texas. so i'm ask if there anyone can help me i show can use the help r some advice

The correct local police department is required to assist you if you truly have custody, as the mother would be commiting a crime. If the local police prove to be incompetent, go to the FBI and US Attorney, as the mother could be federally prosecuted in some cases.
