Custody of my grandkids

My daughter was told by a CPS worker today that when she goes to court on Wednesday , the court may order the removal of her kids from her home and that she should sign them over to me. The case began as a truancy issue but escalated to a neglect charge. This would be my 2nd time having legal custody of the kids. The first time I had them for 3 years. The kid's father live in another state but was not notified because of past abuse issues. My question is, can a notarized statement be sufficient until legal guardianship papers can be filed? I know this is a need for a fast response, but I just found out and want to do all I can to keep them out of the Foster care system and keep them with family.

She can't just "sign away" her rights. The court has the final say. Consult with a local attorney.
