Legal Question in Family Law in Georgia

Custody issue: Divorced. Mom has child in Pa. Dad is in GA. Dad has contractual agreement signed and notarized that he has physical custody during the school yr. Mom will not comply and is not giving him access to his son. What are his options?

Custody is not done by contractual agreement, so the answer depends on what a court order says, not on an out of court document, which would be meaningless.
