Legal Question in Family Law in Georgia

custody

my sister died 1 1/2 year ago, her husband has had custody of her kids since, he has gotten a dui and went to in-patient rehab for drinking and last night tried to kill himself and is now in the hospital, what are the chances of my husband and i or the 2 boys 11 and 7 grandparents adopting them or getting custody of them ? and who should i contact ?
