Custody of My younger brother

My step mom, in CA, is planning to transfer guardianship of my younger brother to her father in Iowa, who my 12 year old brother barely knows. She has not expressed her plans to our father nor any other of our family members. She sent my brother to her dad�s house two days ago. I don�t want to lose anytime because the paperwork has her father's wife�s name on it (odd). What can I do to contest the guardianship of my younger brother? Our father is currently incarcerated. I am 29, I am not rich; but I am able to provide for us both. I reside in a great neighborhood thus he�ll have access to the best schools in Georgia.
