default of divorce decree

i was divorced in april 2004. per our divorce, my husband retained our home with an order to refinance the home within 2 years and pay 1/2 the equity to me at that time (we estimated a set amount). i found out he refinanced in april 2005 and lied about doing so. he states that he has to refinance again in 2 years because he could not finance the whole amount and will pay at that time. i signed a quit claim deed, but it was not witnessed by the notary (is it legal?) the house appraised considerably more than expected. since he wants to change the time frame in which he pays, can i petition to change the amount in which he owes me?

You should consult with a local attorney about filing contempt and/or modification against your ex.
