What laws and procedures are Dept of family and children Services suppose to do once a case plan has been put into effect

The Department of Family and Children Serives needs to provide the services for the parents to be able to compltete the case plan. If they do not, then they are not exercising "resonable efforts" to prevcent the necesity of placement of the children. Juvenilie Court judges get pretty angry when DFACS will not do what they are supposed to do under the case plan.
