If I am understanding your question correctly, there is some sort of action pending in another country and you need a resident of the United States to give a deposition to be used in that action. I suggest your attorney there contact an attorney in the jurisdiction where the person resides to set up the deposition. Not knowing the laws in a foreign country, it will be important for a local attorney to discuss what is needed, what areas need to be covered, etc. The attorney will have court reporters he/she uses. There is also the issue of language. Would the foreign country accept a deposition in English to be transcribed into the language of that jurisdiction? Too many questions to answer. The local attorney and the attorney in the foreign country need to hash out the procedure.
