What does it mean Dismissal Without Prejudice by Party on a ''supposed'' divorce decree? I really need to know.

In any type of case, including divorce, a dismissal without prejudice means that the plaintiff can refile the case.

A dismissal simply ends the divorce case. "Without prejudice" means that a new case could be filed later.
