i am getting a divorce and a lawyer had told me that i needed a Waiver of Jurisdiction. therefore i need to know where i might could find one. (for free)

If you don't know how to do your divorce, you need a lawyer. Without seeing what you have done (or done wrong) there is no way to answer you. As a general rule, you can't and don't waive jurisdiction in a divorce. In some cases a lawyer, after determining good reasons in a case to use, may do a venue waiver, to which both parties must consent. I know of no form for that. Lawyers that do it draft their own.
Even if you plan to proceed pro se, which is a bad idea in any divorce, courts recommend, and you should, at a minimum, meet with a lawyer and pay him to coach you through the process and review (or even draft) your paperwork.
