divorce paper problems

my son which is 14 has moved in with my ex and he is wanting to change schools which is not in my ex's county. i have primary custodial custody and he has secondary also in my papers it says that if we can't come to a decision i have the final say. as far as i know he can't change his school because he is not the legal guardian. what are my legal rights. also he says that he does not need me anyways he can do all this himself what can i do

You and your ex-husband are bound by the terms of the deecree; therefore, you will be in violation of the decree if you permit any change in decreed circumstances. If either party wishes to modify the decree, then they must file a petition for modification, which can be defended against by the opposite party.
