If a person living in georgia wishes to divorce their spouse as a no fault, uncontested divorce, do both parties have to sign the divorce papers?

The answer here depends on the definitions, but as most define it, an uncontested divorce is one where the defendant signs and accepts service, and the parties sign an agreement. You can certainly file a divorce without an agreement, and most define that as a contested divorce, although the complexity will depend on what's involved in your case and what the other party does.
