If a divorced parent from GA takes a child to Oregaon, loses custody in GA, does she have to turn over the child? Can GA come get her?

"GA" will come after the child, and "GA" and most likely the FBI will take the parent directly to jail. The parent should plan on spending some time in prison.

What you describe is a kidnapping across state lines which both the feds and state can prosecute. The person could spend years or decades in jail.
