Legal Question in Family Law in Georgia
An elderly disabled woman is under the care of a drug-addicted daughter who has power of attorney (in Florida). The son (In Georgia) would like to move his mother out of this dysfunctional situation and gain power of attorney - but the mother will not consent. What can be done?

Powers of attorney are voluntary. You cannot make someone give one.
If a person is truly incapacitated, a person might be able to petition for guardianship. Since that would be in Florida courts and you posted in the Georgia area of Law Guru, you won't get needed guidance from Florida attorneys, who could advise on that state's procedures.
