Evaluation of home

My husband's ex is requesting that he do a home evaluation. There are just a few problems. She wants him to pay for it again and she wants it done by a different state then what we live in. I say again because we had gotten one completed according to the original modification. She didn't like what we had done so now she wants one compeleted by CPS. They didn't do the first one because she never had it court ordered. She has comprimised by stating she wants us to get her a blank copy of what Michigan requires so she can compare it to what Georgia requires. She then will make up her own home evaluation to give to my husband to give to his lawyer. She then wants him to request a home evaluation be done on himself using what she has comprised from both what Michigan requires and what Georgia requires. Can she legally request this type of thing? Is there any way my husband can request a court ordered home evaluation on himself. Their modification was done in Valdosta so this next one will be also. She also refuses to let him see his daughter until this home evaluation is completed. I know we could take her to court, but we don't currently have the money to do so. I am just looking for some help so we can show her this can't be done.
