Legal Question in Family Law in Georgia

My ex-husband (divorced since 1996) was living in the family home and had all the utility bills and accounts in his name only. I have moved into the home since October 2010. He has moved to Tennessee and is unreachable. I currently pay the utility bills in the home. I have tried to have the bills transferref into my name and was told that without his authorization they cannot or will not do this. I can set up brand new accounts (with new deposits) but they cannot disconnect the old service until he authorizes this. In addition, he has put in a change of address for himself to forward his mail to Tennessee. This includes all the utility bills. I have no access to the bills due to them being in his name. I have asked him to either fix this and have the utility bills sent back to the Georgia address or have my name added to the accounts so that I can have access. He has not cooperated with this request. What can i do to rectify this situation. As a side note he is still supposed to be paying child support on our 17 year old son (till his 18th birthday in July....and our 19 year old daughter who is in full time college, till she is 20----birthday in January). He has stopped making these payment and i am going to be filing a complaint at the Georgia Child Support Enforcement Agency here in McDonough. Is there anything i can do to rectify this utility bill situation?

You omitted all the information relevant to an answer. Under what authority are you living in the home? In 1996 your divorce decree presumably divided the home (and said who pays utilities), etc, and the language of that decree answers the question you asked.

On your side note, you have done the correct steps as to his delinquent child support.
