My ex-husband will not pay 1/2 of the childrens college expenses as agreed to in our divorce. He doesn't work but receives retirement of which I get 25%. What's my best course of action to make him pay his 1/2 of all the kids college expenses? The decreee says "agrees to pay half of college expenses", so that means tuition, apartment, car expenses, cell phone, books etc right?

I would need to read the decree to see how "college expenses" are defined. With that said, if you husband refuses to live up to his end of the bargain, you can file a motion for contempt against him in the Court that issued your divorce decree. You should absolutely contact your divorce attorney (who is already familiar with your case) to discuss the specifics. The Court can hold your husband in contempt, make him pay your attorney fees, and in a worse case scenario send your husband to prison if he doesn't pay up.

Cell phones, apartments and cars are NOT college expenses unless the agreement so states. The other items MAY or may not be depending on the language of the agreement.
