Extinguishing Father's Rights

My ex-husband has not paid child support but 3-4 times in the last year. He does not hold up to his visitation, either. Does not stay at the same address long, or the same job. What are my rights and opsticals for taking his rights away altogether? We recently moved to Florida, (he did not contest the divorce, therefore I have full rights to move with my son.)and took my son back to Georgia for his 2 weeks with his father. He has seen him at most one hour in those 2 weeks. He has a weird web-page, paints his fingernails, and dies his hair red and silver. Please lend some advice my way before I pay an attorney mega bucks.

Save your money. Judges as a general rule do not "terminate parental rights" unless there is child abuse or the child is being placed for adoption. Termination lessens the child's rights in that the possibility of support, including Social Security benefits as well as child support (important if he dies or is disabled), is eliminated.
