my 16 stepson came to live with us. Hisw mom was hesitiate but let him due to his age. Now that we have had the legal guardianship papers done, she has changed her mind and wont sign them. We are unsure if this is because her child support will stop. Thats one of the reasons we need the papers. He still lives with us though. Do we now have to take her to court? She is letting him stay there...We have enrolled him in school and everything else.

You can't legally enroll him in school without custody or guardianship papers. Usually, when you are caught, you will be forced to pay tuition and the child may be removed from school. Additionally, you'll still owe support to the custodial parent as that is due even if the child is not with her.
Get a lawyer and get this done correctly in court.
