Legal Question in Family Law in Georgia

"I am a Father of 2 boys that are now 13, and 16. I have been raising them on my own since their Mother and I split 10 years ago. She has removed herself from any parental responsibility for this entire time, yet she has filed one them on her tax returns and has received government assistance in their name(recently discovered). I would like to move towards Legalizing my custody of them. What steps should I take first?

Unless you have ever legitimated the children you have no legal right to have them with you. See a lawyer to pursue that.
