Do I file for enforcement of a divorce decree in the court where it was issued, the county/state where my x lives or the ounty/state that I live?c

First of all, do not file anything without a lawyer. The answer involves both jurisdictional and tactical choices and depends on all the things you left out including what has been violated, what counties and states are involved, whether there are children and who moved where (and when they did). Get it wrong and you could lose a case you might have won.

In most contempt issues, the contempt is filed in the county of the order. However, for some issues you run into a jurisdictional issue. You need to take your documents to a lawyer for his or her review before proceeding.
