Legal Question in Family Law in Georgia

I have filed for divorce and my husband refuses to move out of the house I am renting, by law the police says I can't through him out eventhough he is not on the lease, can I have the locks change if its ok with the landlord?

It sounds like you did this yourself (a very bad idea) with no idea of what the law is (even more disasterous). You cannot use self-help. Only a judge can evict him. Since you have no idea what to do or file, get a lawyer before you create more problems in your case. (If you change the locks you can be held in contempt for violating the standing order).
