Financial disclosure in marriage

Assuming no prenuptial or postnuptial agreements regarding finances, are husband and wife legally obligated to disclose all of their financial assets, debts, bank accounts, etc. to each other? Can a spouse insist on access to bank accounts? Specifically, my husband opened a bank account without my knowledge and now refuses to allow me access to it. We have always had joint bank accounts previously (for 16 years). We both work, and we have two teenage children.

There is no legal requirement that one spouse share any information with the other. The only exception is if there is litigation pending, e.g., a divorce, legal separation, etc., in which this information can be subpoenaed.
