Legal Question in Family Law in Georgia

I have a friend that lives in South Carolina that has a son that is in a group home and he was diagnosed with schizophrenia and now he is has been diagnosed with lupus and has had chemotherapy. He was court ordered to live there because of his condition but he is also able to live on his own. The mother wants to take him home with her permanently but the place wants him to report back on sunday for the one day. Is there is legal action that she can take to have him to stay with her permanently and not return to the group home? My name is Revonda Love. Thank you
