Legal Question in Family Law in Georgia

In Georgia, can a man voluntarily relinquish parental rights, if there is noone waiting to adopt the child and if the mother is in agreement. The man is a past felon, a drunk, a drug addict, a pervert, has severe OCD and ADHD and is addicted to speed. He has never willingly paid child support and just recently was garnished at the end of the divorce. At this time he offered to give up rights and the mother and her attorney agree it would be best for the child. The child doesn't know who the father is, as he has never tried to be in its life. Thinking is, the next 18 years will be a fight to get anything from this man, yet if he choses to be in the childs life some day, there is no telling what will happen to the child as the man has no self control. Thank you! also, will he still have to pay court ordered back child support and/or current ordered *garnished* child support.

No. There is no such thing as what you ask. The rights in the case belong to the child, and the child has a right to be supported until at least 18. If the mother marries and her husband wishes to adopt, in that case there can be a relinquishment.
