is there anything you can give someone other than custy or tempery custy just to let that person have the right to take your child to the hosptial if need and to handle school stuff?

I am guessing you mean "custody." There is no such thing as "custy." Only a parent or guardian can enroll a child in school or seek medical care for a child. That is done by a court case.
