Legal Question in Family Law in Georgia

My husband was charged with Simple Battery after I called the cops on him for choking me. He now has a Special Conditions Bond Order and cannot get anywhere near me, or have any sort of verbal contact with me. We have an 8 month old daughter, and I want know if I am able to travel outside the U.S. without getting my husband's consent?

The bond order has nothing whatsoever to do with overseas travel.

Your child cannot get a passport without the consent of both parents, unless you have a court order that specifically gives sole custody (and preferably spells out the right to travel). To accomplish that you would need to get a lawyer, sue for divorce, and be awarded such an order. That means you need to get a lawyer.
