Would my new husband be considered as my 15 year old daughter as her legal guardian. Would he be able to sign legal contracts on her behalf?

No. Unless he adopts her, he is legally a complete stranger to your daughter and cannot touch her assets or contract for her or otherwise make any decisions about her.
