My ex husband is deployed, his wife now wants to continue with visitation, she has his power of attorney, does that give her legal rights to see my children?

The wife's power of attorney by itself does NOT give her the legal right to see your children. Unless she has a court order stating that she (not the ex husband) has visitation rights to your children, you are under no obligation. If you used a divorce attorney for your divorce, I STRONGLY recommend going back to that attorney and getting them up to date. If the wife attempts to visit with the children, you will need someone who is up on the facts to spring into action ASAP. Do not sit on your rights. If this woman begins to meddle in your life, I strongly recommend that you consult with your attorney and plan a quick and decisive course of action.
