Legal Question in Family Law in Georgia
my husband and I got married in Oct. 1999 separated in March 2000. I have not seen nor heard from him since. Until recently when I found out he was incarcerated all that time. I want a divorce but he refuses to sign any papers. We have no property no kids involved. Do I have to get an attorney? Really cannot afford one.

You don't HAVE to, but your divorce will happen much smoother and quicker with an attorney. You want to make sure your rights are protected in the divorce. For instance, if your husband has been out and about running up debts, you may be on the hook for them. Your divorce lawyer can help you with.
If you absolutely cannot afford an attorney, you may find some public assistance at your county courthouse. You may also qualify for legal aid in your area.
