My husband and I had a sexual relationship with a young lady and she got pregnant. She doesn't want the baby but we do. Can she give up her parental rights to my husband and I?

Yes. She could give up rights to your husband in a legitimization case where he gets custody but she would also retain rights. A better solution would likely be for you to adopt (he'd probably have to simultaneously do a legitimization. I'd have to sit down with you and get more details to determine what else might be necessary. Adoption law is complex and technical, but with a lawyer this can be done within a few months after birth.
