joint checking

Is it legal for a spouse to close all joint checking accounts and take the money and open another account in their name only leaving the other spouse with no access to funds?

It's common.

That is why one of the first things I advise people who are even thinking divorce is possible is to close out joint accounts immediately and keep their funds separate.

Yes, it is perfectly legal. It sounds like a divorce or at least a legal separation ("Separate Maintenance") may be in the offing. If so, you may well be able to get a court order ordering him not only to divulge where the funds are but also to provide you with at least temporary support. Consult with a local attorney.
