legal custody of foster child

i am seeking some answers .we got temp. custody of my great nephew when he was four months old .he was taking from his parents when he was six weeks old because of child abuse.he is now going on three .we need to know what our chances are of keeping him. his parents has made no attemp to get him back they come and see him about once a month maybe.they were giving some things they needed to do before our next court date which is in sept of 99. so for they have done nothing .the only thing the mother has done was to have another baby we are afraid that Jeffery wont get what he needs if he is returned to the parents .so right now his future is still up in the air .we would love to keep him and raise him ourself if at all possible we need to know what our legal rights are. please help. thank you.

A recent ga law allows a tempoary custody order to renewed util the chils is 18. then the paretns would have the burden of proving they shoukld ahve the child back as opposed to you proving you should be allowe to keep
