I am assuming the marriage was in Georgia as the rules vary by state. Here is the Georgia answer:

Assuming we aren't talking a marriage from before the date Georgia abolished new common law marriages, the license must be signed. No ceremony is required to be married in Georgia but the officiant's signature is.

However, if the ceremony happened before January 1, 1997, a common law marriage likely was created if the couple then lived together as husband and wife.
