Legal Question in Family Law in Georgia

I have a legal question. I live in Riverdale Ga, i've been divorced for 5 years and my ex-husband has not followed the divorce decree. for example, in the divorce decree, it states that he was to pay me back half the money for the divorce $700, to pay the remaining taxes on the house we owned but i was forced to pay that, IRS took my income tax check of 2500 dollars. and we have joint custudy of our son (17 years old) and he probably spend time with him,maybe in 3 months 72 hours if that. He do talk/text him often. Ow, we live 20 minute apart. Do i have legal rights to take him back to court for breack of contact?

No. You can't sue for breach of contract.

You may, depending on the wording of the decree, be able to take him to court for contempt, or pursue other enforcement actions, which you should discuss with a lawyer. (One thing that is not fixable is that you can't make him see his son. Financial obligations can be enforced).
