Legal Question in Family Law in Georgia

I am within my legal right to request information from the social security administration the status of an application of the non-custodial parent who previously stated in court that he had applied for social security in order to pay arrears as well as court current child support? my son is 4 years old and the non-custodial parent is already over ten thousand dollars in arrears. what can i do as far as payments are concerned and/or actions taken towards the non-custodial parent. i did want to mention that the court system has failed me as well as others as i have been advised that the courts are "backed up" with these types of cases. thank you for your time.
