Legitimize a child

My brother has a 9 year old daughter with a woman he never married. They lived together until one month ago and she is keeping him from seeing his daughter. They both signed a Acknowledge of Paternity when the child was born in 1999 and the child has his last name as stated on her birth certificate. Does he still need to have her legitimized in order to have visitation with the child?

Yes, he should. The document he signed creates a rebuttable presumption that the child is legitimate. Unfortunately, it stops short of getting a court order saying the child is legitimate and granting him any kind of access rights. He does however have a legal duty to support the child. He should consult with a family law attorney as soon as possible.
