Legal Question in Family Law in Georgia

I live in Georgia and I am interested in adopting my cousin's child. The child is 2 years old and lives in Georgia with her aunt. What is the legal process for adopting this little girl who was abandoned by her mother and neglected by her aunt? The little girl does have contact with her mother, when she visits.

To be able to adopt, you will need the mother's consent, and elso will need either the father's cooperation or at least information about him. Without the consent you cannot adopt.
