ex lives in ga doesn't follow visitiation i'm in tn how do i get to see my kids

I live in Tn. Ex wife lives in Ga. Divorce is through TN. I am supposed to have kids every other weekend and all summer. She does not allow me to pick them up at my scheduled visitation. She also tries to get them back early during the summer. GA police say they can not enforce TN court order. I have attempted to get her into court in TN several times but she doesn't show up. What can I do to get my visitation rights enforced? I would like to file for custody as she is on her third live in boyfriend what do I need to prove to get custody and what state do I file in if GA can't enforce a TN order?

You would need to domesticate the TN order in a GA court. You could also file for a modification of the original TN decree.
