Can i make contact if i am the one who started the tpo?

You provided no facts at all - not even whether an order was entered or what it says.
However, assuming an order was entered, the Judge will likely not be happy to find out you may have cried wolf for no reason, wasted the Court's time, are assisting the other person in violating the order, etc. The next order may be one of contempt against you.

The answer is YES, unless there are mutual stay-away orders. If you need to have contact with a person against whom you asked for a TPO, you should return to the court and have the TPO dismissed.
