If a man completes a marriage license and under oath swears that the information is correct and 13 years of marriage later and a pricey divorce later, the x-wife finds out that he was married before, and unable to locate the divorce decree, does he still have access to the divorce settlement? can the marriage be annulled and the man unable to use the wife's social security calulations for his retirement?

Either he got divorced or he didn't and it takes one minute for you to know. Call the court where he claims it happened.
If you find out he lied, you should see a lawyer and see if there are grounds to reopen the divorce case for fraud. (The problem you will frankly have is that you can't sit on your hands, let a case happen, and not complain, and then expect a court to give you a second crack. You will have to explain why this is suddently NOW an issue, and I suspect the fact you didn't mention that is a big hole in your potential claim.)
The social security issue is really NOT the important one for you.
