if i been with a man for 9 years and have 3 of his children, and he goes to jail. does that make me guardian of his belongings, also custody of the children?

Where is the mother of the children? You should contact her about taking custody of the children. If she is otherwise, unavailable, the father may be able to sign temporary custody to you. However, to protect yourself, you may want to contact social services.
In addition, your boyfriend can sign a power of attorney to you to handle some of his affairs while he's in jail. This would include handling his belongings in accordance with the power.
