Martial debt

In our divorce my ex and I agreed to split martial debt which included a loan in both names and a credit card. We verbally agreed and did not have anything put in the papers about it. He now refuses to pay the mutal loan and called the credit card company and had his name removed as an additional user. Is he still responsible for the debt? They total $13,000. How can I proceed with getting him to pay half now that the divorce is final with the only mention of debt is each will pay own.

You can't. Next time you have a legal dispute, you will want to hire a lawyer who will tell you that side agreements cannot be enforced, and that you can't modify property and debt settlements once they are final. You owe the full $13,000. He owes $0.
