military overseas wants to divorce wife in the states

A friend wants to divorce his wife who is a resident of GA, but he has never been a GA resident, and he is now stationed overseas. Are there any special rules that apply to him because he is in the service? And does he need to go GA to file for divorce or can he do it from where he is?

It has been my experience that the first contact he should make in these matters is the officer immediately superior to him. . .that person can guide him.
